I hope the government will take this seriously and really make an action about this. Im in favor of banning vape and e-cigarettes. You can see it everywhere here in the Philippines specially the disposable pods. I have seen people below 18 years old can buy it. Everyone is making it a business. This is really sad specially for the teens, they are getting addicted and they are damaging their lungs at the very young age. 
Sellers is not being strict to their buyers. 

In other countries, you need to present an ID before you can buy a cigarette and alcohol.

I can see many of that here, the reason is its very accessible underage people is not even presenting any ID very sad with our country. Last night we go to a place where you can eat fried rice with egg tapsilog etc and they have a stall of that disposables inside the store
